slow upload speed caused by lower signal?(and what to do?)

So right now I'm browsing at 1300/500kbps with a -61 signal =), but unfortunately I'm not at my house which is where I'm having the difficulty.

I'm thinking my slower speeds(500/10kbps) are caused by my less than stellar -84 signal at my house. I have the little booster antenna which allows me to go from -100 to -84. However, it doesn't seem to be enough for me to reach the tower(judging from my slow upload speed).

So, my question is is there a way to just boost the outgoing signal. Or would it just be better overall to buy the marine antenna(it would be subjected to snow storms and such that's why i would choose the marine.)

Another question on top of the one i just asked. Would i need anything else to make the marine antenna work(some outside power source)?
